I'd argue it was less so during the period 1919-39, as we still had the Empire and therefore a certain degree of international leverage.

Plus during the isolationalist era of FDR, the yanks weren't really keen to be tied to anyone.

The months immediately after WW2 were when we truly saw ourselves begin to become a bit part player on the world scene.
