The penalty thing is confusing. From what I've read it seems that at a penalty in normal play, once taken play stops. No rebounds.

1. There will be no rebounds from penalties
Play will stop for a restart if a penalty is saved or hits the post, meaning there will be no chance to follow up and score from rebounds, meaning players will no longer need to line up on the edge of the area.
So how do they restart the game?

If this one is not a wind-up, it sounds very odd. The scramble for a rebound is a great dramatic moment in any game - why lose it? I can only assume it's because refs can't cope with the melee which probably quite often should result in another penalty, but never does. With VAR though, they should be able to handle that.

With a goal kick.
What a nonsense rule. Basically, if the penalty isn't scored, then whatever happens its immediately a goal kick. No more dramatic chaotic scrambles from a parried save, or from the ball coming back off the woodwork. Nope, if its not in the net, then its a goal kick.
So instantly less goals. Less drama. Brilliant.

Sorry if fixturers but there was a big announcement from Scotland over the weekend, accompied by the excellent Dua Lipa track of the same name IFAB announced new rules to be implemented from next season.

1. Accidental handball goals will be disallowed regardless of intent
2. Handball will be given if it strikes an arm beyond the body's natural silhouette
3. Attackers banned from walls at free kicks
4. Substituted players must leave by the nearest touchline or goal line or face a yellow card
5. Goalkeepers need only have one foot on the goal line at penalties, their other foot can be in a place of their choosing
6. Red and yellow cards to be shown to dissenting team officials depending on seriousness of dissent and who it is directed at.

One of the best 'non-Albion' moments in football. Without being involved in any way, it still seems to give me goosebumps of excitement!
The substitution one is a good idea but if Bruno stays another year how are we going to give him a standing ovation in his last game when he is subbed off ?
