so? He had drunk alcohol and then got in his car. Let's presume he was in Westminster earlier, then Westminster to Streatham is at least 15 minutes away by car - on a good day. He would definitely been over when he got in his car.

It's quite simple. Don't drink and drive. He drank and then drove and, surprise surprise, was involved in an accident. Lucky no-one was killed.
