If we say that refs should be 100% certain it's a penalty before giving it, what about situations with 95% certainty? Should you book someone when you're only 5% sure they dived? 30%? 50%?


I wasn't paying attention at that point, but just watching the replay, Keane recovered from contact to put his foot down and fell down when it was clear cech had it covered. Fallng over afer slight contact when the goalkeeper has it covered would surely ut a small amount of foubt in the ref's mind.
