basically that means all the prospective other sites have to be able to handle a 22,000 seater stadium, if not then they are dismissed (along with the other needs). At the end of it all if they all fail on various grounds then you could say JP agrees that we have the need for this capacity stadium and Falmer is the only plot available so build it there!
