There are two lots of people to blame here, Tom.

Firstly, the Brighton Tory Party, enemies of the Albion, always have been, always will be.

And secondly, a clueless electorate that denied a pro-Albion Labour Party a majority on the council in last year's elections.

As Brecht (nearly) said "the council should then dissolve the electorate and vote in a new one." Solved.

And you're right, LI. The Tory party have always been enemies of the Albion. Archer would never have been able to sell the Goldstone without the help of Tory-controlled Hove council. Never forget that when the Tories come sniffing around for votes.

Timbha, I don't think it's fair to say that a supermarket will always get its way. For example, ask Safeway (or Morrison's now), which has been trying to build on the old Plough Lane site for ten years or so. I'd be willing to bet that if Tesco wanted to put a supermarket on the Falmer site, it would have a fair bit of trouble.
