Not so sure about this. The planning decision has to be seperate to political gain that can be made directly from it. To announce the decision immediatly before they all turned up in Brighton would have been a bit dodgy legal wise, and could have ended up with ODPM in court explaining why the timing was so.

It would be the same situation if local elections or a general election was happening right now.

By announcing it after the conference it makes the decison whether for or against fair or at least a bit fairer!
