There are hourly trains from Brighton to Victoria on Boxing Day, so as long as there are tubes the train is an option.

Cheers for that had a look there are bus replacements half way on the district but still able to get there by train

some people on here moan about them and i don't understand... i phoned early, was nos 2 in the queue and was dealt with in a very very nice manner... hats off to the ticket office.
