Here is a puzzle for which there is no correct answer.
1/ Four passengers were fined £10K each for failure to declare they had arrived from a 'red list' country. That's 4 people.
2/ Six people did declare correctly and went to a hotel. That's 4 + 6 = 10
3/ Four flights arrived in to Birmingham on Monday, one was from Istanbul with 100 passengers on board, some of whom had started their journey in a 'red list' country.
So 6 people on an aircraft of 100 started in a 'red list' country and could easily have passed on Covid to the other 94.
