Frozen vegetables generally retain their vitamins (especially vitamin C, which is fragile and easily destroyed) more than fresh, because they are frozen and preserved at source . "Fresh" vegetables are usually stored for long periods and transported all over the place before they make it to the shops, leading them to go stale even when artifically held in a nitrogen atmosphere.

So yes, frozen is "fresher" than fresh in most cases.
