I'm gonna stick my neck out and say I reckon it is. It's almost certainly been 'cleaned' digitally.

I've looked up the respective kits, and an old pic of Stamford Bridge. It seems to fit.

This could turn out like the Hitler Diaries but I am sure it is.

A programme DOES exist

It was a standard Chelsea issue for the time (The Chelsea FC Chronicle) and the Charity Shield game shared space in the programme with Chelsea's London league match with QPR.

There is a cartoon on the front, depicting a suited and booted gentleman waiting to go into a boxing ring with a muscular chap called 'The Villan', with the caption:

"Want to take the famous Midland Champion on, do you? Very well sir, step inside"
