Germany didn't actually "QUALIFY" for it though, did they? Hence, the first paragraph of my book.

What did they do then, bribe their way in? Threaten world domination (ok bad use of the phrase ) again. I think it's one of those that you can argue as much as you want and still have a leg to stand on
