We obviously know they want to earn money before selling your seat for you, but how about:
They let people buy tickets wherever they want (inc non used STs), and they only start giving the STHs money back once they've sold more tickets than the number of tickets that were available prior to using SHTs seats.
That way, they get the same money, but early buyers get the option to buy other seats.
