Have had a cream tea from both MetroDeco in Kemptown and Piglets Pantry and the scones in both were very tasty. Don't know if you can buy them on their own though.

The "best" I'm not sure about but FlourPot Bakery do good ones and have various branches around Brighton and Hove:

If you’re willing to travel, Middle Farm are the best I know of. You can get clotted cream from their own herd as well [emoji39]

The Ivy in Brighton serves nice scones with their tea menu , I think they make their own .

If you're after takeaway, the ones from Canhams sold with cream and fresh strawberries are pretty good, but not as good as their chocolate brownies.
