Sustaining, developing and enhancing our culture

"Culture" is one of the two or three most complicated words in the English language. This is partly so because of its intricate historical development…but mainly because it has now come to be used for important concepts in several distinct intellectual disciplines and in several distinct and incompatible systems of thought" (Raymond Williams, Keywords, 1976).

"Culture" is a difficult word with multiple and changing meanings. For Matthew Arnold it was about making "the best that has been thought and known in the world known everywhere" (Arnold, Culture and Anarchy, 1867). Raymond Williams provided a more social and inclusive definition of culture as "a description of a particular way of life, which expresses certain meanings and values not only in art and learning but also in institutions and ordinary behaviour" (Williams, The Long Revolution, 1961). It is this broader understanding of "culture" which is the more usually used currently and the one that informs this strategy. This strategy is concerned then with a definition of culture that is:

The culture of place, people and community - the buildings, landscape, food, language, beliefs and traditions that bind and define us, and which together characterise the "cultures" that make up West Sussex.

If "culture" is a complex term "cultural services" is similarly difficult. The Department for Culture, Media and Sport defines the cultural sector as including, among others, the performing and visual arts; media, fashion, video and film; museums, archives, libraries and literature; sports events, facilities and development; the build heritage, landscape, countryside recreation, parks and open spaces; children's play, festivals and informal leisure pursuits. In recognition of this, a second definition of "culture" is used in this strategy, which is:

The cultural activities we engage in that enrich our existence - sports, arts, literature, enjoyment of the countryside, access to our heritage, education, community activities and events through which we express and explore our individual and collective "cultures".
