Why would someone spam a message board and how does limiting the frequency prevent it from happening?

I remember totally f***ing up an Orient board a few years ago by spamming it. Managed to wipe every single message off. The bloke who ran it went mental, going "I bet it's some bastard Brighton fan". Quality.
