If you mean the building works in the middle of the road near the pitch and putt , it is a pumping station so Southern Water can send all the sewage from Brighton and Hove on to another pumping station near the roundabout at St Dunstans which then goes to Portobello and onwards to the new treatment works in the dip at East Peacehaven.
