He voted FOR the legislation that he appears to now disagree with.
Which in itself is a bit odd, because on these issues the Tories have been quite happy to take the 'conservative' view, without fear of being made to vote another way by the leadership.
Probably another example of a politician simply saying something that a receptive audience would agree with, rather than it being something that he actually believes in himself.
