Most independent phone shops should be able to do it or you can get them unlocked online.
if you have newsgroup access then uk.telecom.mobile is the best place too seek advice.
And its called unlocking BTW a blocked phone is one that has been reported stolen too the network and has been blocked by them.

If you check on the internet through a search engine some websites can just give you a code to type in to the phone.
Still costs £10 though
