Biscuit is correct. Its certainly not random, its all about EMPHASIS on certain words to give them more IMPACT.

One must be careful not to overdo it though.

For me it's AN homage to newspapers and how they OFTEN emphasise words that REQUIRE no emphasis at all, or are THE wrong word in the sentence to emphasise. Russell Brand did an excellent bit in one of his stand ups about this very point.
