To paraphrase:

Absolutely, but not to say what he said. And my point is that, given the tone of the interview, I don't believe he said that in the context of satire - at least not about "balance".

If it wasn't an attempt at satire then what was it?

The only answer can be that he actually wants to carry out a mass execution of the civil servce, a bit like that bloke in Norway. In which case he should be locked up for everyone's safety.

It's an interesting theory, but I'm willing to bet all the money I have that it was a poor attempt at satire.

There's no way its a clear-cut toss up between satire and "he actually wanted to carry out said act". He wanted to make an anti-strike point and thought that was a funny thing to say. It wasn't. But he wasn't satirising anyone or anything.
