I have been hearing some really interesting things about this recently so I decided to do some digging.
James Holmes served as a research intern at the Salk Institute (Confirmed here) at the University of California. Salk Institute was, two years prior, partnered with DARPA (The Defense Advanced Research Projects Agency).
The partnership between Salk Institute and DARPA can be verified by a CNN article from 2005: Enhancing the Warriors - May 30, 2005
And an article written in 2004, entitled: "Sci-Fi Superheroes" Steve Quayle News Alerts
