Evan Ferguson hasn't even reached his 18th birthday yet, so no way can he be considered ready to start Premier League matches!
Throw him into the team now, and it may well hinder his progress.
Wayne Rooney had started in about 20 PL matches and scored 7 PL goals by his 18th birthday.
Welbeck? Fittest he has been since he first signed. Ferguson?
Yes, it proves it is rare, not that it can't possibly happen. And the fact that Rooney is brought up as the only example for this and that was 20 years ago proves the point doesn't it? It is incredibly rare for someone so young to be starting for a PL team, especially leading the line, for good reason.

And look at how that turned out for Rooney. He was on the decline by about age 25

Not a lot different from Owen and Fowler... as an Irishman, Ferguson would not be under the same pressure from media and fans however.
That said.. maybe comparisons with these players could wait until he's scored a goal or two.
I wouldn't rule it out just because Maupay is sticking around for this season. He's still out of contract at the end of the season so it's possible this guy could be signed now and loaned back to Swansea, or someone else, for the season.
