I am sure somebody on here can help me.

Ben has started at college and thus applied for his travel card which allows for free train travel from his home to college but it hasnt arrived as yet and thus he is having to pay full return fare. A friend of his dads who works in the railway ticket office said there is a delay in issuing them because the councils are considering stopping the scheme. Is there any other cheap preferably free form of train travel that he can apply for as a Student rail card does not come into use until after 9.00am and he is at college by then.

I used to travel Worthing to Chichester and never got free train ? I had to pay about £20 a week I think for some special weekly student ticket

I used to travel from Littlehampton to Durrington every day and got a Worthing 'Unizone' ticket. For the sum of £10.40 a week or £38 a month I could travel anywhere between Shoreham and Bognor at any time. I seem to remember that the return fare to Durrington at the time was over £4.

Make sure he is keeping the tickets he is paying for at the momment, this way you can claim the money back once you get the travel permit through.
