Are you still getting it today, as I'm in current dialogue with the ad partner and all indications are that they stopped with changes made yesterday afternoon.

Has popped up several times on iphone and pad this morning for me too.
On my ipad absolutely constantly last night, and again this morning.
At work, on the laptop, not once.
- I've raised it again.

In Safari the ad does appear to load on a separate page, although it's difficult to see this. Click on the new window (doublepane on the bar at the bottom of the safari screen) and then you can close the ad.
Clearing browsing history and website data and then turning your phone/ipad on and off - does seem to get rid of the pop up - until it gets infected again.

It’s been perfect for me on the iPad since you ddI the changes yesterday
The rogue ads do seem to have targeted users on Safari on iOS devices.
