Sepp Blatter says he will resign as Fifa president. He says: "An extraordinary congress is to be called to elect my successor as soon as possible."

Whats the point of arranging a "special conference" between December - March, if the next planned meeting is in May 2016 anyway? Why not just hold the vote then, if you can't appoint a replacement sooner than the end of this year?!
