Does he de-humanise people? I've never watched him. I thought he just took the piss and did edgy comedy?

I watched a whole vid of his stage show once. He batters people over the head with the C word and related, and, er, that's about it.
If you've never seen him how can you defend him?
I've not seen the grand wizzard of the Klu Klux Klan but I wouldn't defend him.
Mind you, his billing alone might give me a clue which way to vote
(I worry about you a bit ).

What right do Sheffield City Council have to dictate what the local population can and can't watch?
Surely market forces will provide the answer?
If RCB doesn't sell enough tickets to break even you've got the answer, if however he almost fills the venue as he's done for over 30 years then that's the answer.
As it stands over 30,000 people have signed a petition against the decision.
How far will censorship go before we get to Orwellian levels?
Fun fact to finish with, Life of Brian was banned by Worthing Borough Council from the both the towns cinema's for blasphemy in 1979, 40 or years so later, Always Look On The Brightside of Life is one of the most popular tunes played at the Council owned Crematorium, so ultimately is it actually about the opinions of the people in power at a specific time, whether that's right or wrong?

It is NOT a serious question about censorship. Sheffield City Council have decided they don’t want to host something which loads of people would find offensive.
Other venues in Sheffield would be available if he is desperate to play that City…… but maybe they don’t want to book him. That might be market forces at work.
If I was a theatre owner, I would not book him in a million years, but that doesn’t mean I would want to stop other theatre owners from booking him.
And just to put that in context, my own personal taste would mean I wouldn’t ever want to book anything by Andrew Lloyd-Webber either?
