From BBC:

"It is understood United's doctor Tony Gill and physio Rob Swire, England team doctor Leif Sward and other specialists are currently at the hospital - along with an independent consultant who will be brought into play if club and country cannot agree on the results of the scan."

THAT is why there is a delay, i'd bet my little finger on it
