Newbury, Berkshire.
I'm convinced it's a school football or rugby kit, and the badge is the Coat of Arms of the founder, or town. That really doesn't help as there are tens of 1,000's of designs but it wouldn't surprise me if it's Irish or French ( the school that is - not the coat of Arms as there's no Harp or Fleur-de-Lys ).

The problem is that so many Family Coats of Arms exist you really do need specialist help.

Ask the owner for the motto under the crest, then should be easy enough to find.

Just wiating for a close up of the badge, then will be able to search the motto.

Looked at the obvious amateur teams in Notts (Eastwood, Worksop, Hucknell, Newark etc) and doesn't seem to be any of them.

Did the same earlier, no luck evidently!

Hertfordshire County Council crest looks like it could be in the zone. Team in Hertfordshire maybe?

Cheshire Cat

The most curious thing..
I have no idea where the shirt comes from, but find the efforts to find out absolutely fascinating

Just had a quick skim through all the major (and some minor) towns in Hertfordshire, nothing doing I'm afraid.

Well I've had a look at all the prominent public schools, nothing there either. Closest ( but not even remotely similar ) were Rugby or Sutton Valence.

Nor is it any of the Oxford or Cambridge Colleges, and I can definitely say it isn't Imperial College.

I ran it through Google Googles but the image is too low-res for it to make out the badge properly.

Once the higher-res image of the badge is up i'll try again.

Here's a better image, but still the text is not quite legible, I've asked him for another at a better resolution

Still, can any deduce anything from this?

Damn, only third.

In 1957 a sub-committee of all Sections produced a Badge in the Club colours of silver, mauve and black. At the suggestion of Don Wragg, it incorporated Deer which links the Club with the Arms of its own Borough of Southgate (now incorporated in the London Borough of Enfield), as well as the great Cedar Tree overlooking the front of the Ground, and symbol of the New River suggestive of 'The Paulin Ground'. The Latin motto, 'Amicitia Per Ludos' which may be translated as 'Friendship through Sport' was added by Gus Gowers.

And the Paulin Ground is linked to the brewery family of Mann, Crossman and Paulin of Whitechapel Road E1. Watney Mann was formed in 1958 with the merger of Watney, Combe, Reid & Co. Ltd with Mann, Crossman & Paulin Ltd. The business acquired other brewers, including Phipps NBC of Northampton, Samuel Webster & Sons of Halifax and Ushers of Trowbridge, before merging with Grand Metropolitan Hotels in 1972, and closed in 1979.

NSC's useless real ale fact of the day............
