Pubs tomorrow

I apologise if this has been covered but my wife works with a Boro fan who went to the final this year on a Sunday. Apparently even though the pubs cannot open until twelve some have permission to sell cans outside from 10.30 or possibly 11

He said if you ask a policeman he will tell you where the nearest one is

When I went around on Thursday most pubs gave the impression they are opening at 10.
