Neither, I suspect when they agree a price from whoever hires it.

Haywards Heath
I was thinking as I am going to see Katherine Jenkins at Victoria Park in Haywards Heath on Saturday for which I have paid £20 for a ticket.

What if some person decided to take their children to the park at 4.45 before the gates for the concert open and stay there playing with them until after the concert starts at 7.30. They could obviously hear the music of the concert etc free but can the council stop them going into the public park or order them to leave prior to the concert strarting.
