Exactly what do you expect?
"Foreigners" speak English as well as many of us do and a a lot better than we speak their language but you have to accept certain mistakes.
Do you work in a multi cultural company? I do and I never cease to be amazed at their command of OUR language.

What tense does he talk in ?

There's nothing wrong with his use of tenses, what you're questioning is the use of the singular to depict a country, whereas we use the plural. That's a question of style rather than being 'right' or 'wrong'. Australians use the singular as well, listen to the cricket commentary when we play Down Under and you'll hear "England has collapsed again".

Never mind his use of English, I'm waiting for him to start a fight with Ian Wright.
