The European elections are based on proportional representation.
The '4 times' statistic is based on wishful thinking.
A particularly perverse form of PR that basically removes your ability to vote for a person rather than solely for a party, too.
Europe requires the idea of lists for MEP elections, we do it by PR-STV with replacements lists though. PR-STV is used for everything here, has the knock on effect that tiny parties nearly always manage to accumulate a few county councillors here and there; and parties with a UKIP or BNP size share of the vote get a few seats in parliament rather than the none they have in the UK. Northern Ireland uses it for everything but Westminster (as obviously FPTP is required there).
