Point of pedantry
The phrase is “The sun is over the yard arm”. Nothing to do with the setting of the sun. Its to do with marking midday when the sun it at its highest point. The yard arm being the horizontal beam on the mast of a square rigged ship and would cast a shadow on deck for which the crew would know when they could start drinking.
