I have a 7 port version of that and it had no drivers with it and has never needed one.

Hubs are an integral part of the USB standard, even Windows 95C supports them. I'd check the cabling, and then I'd power the computer off and on again. And then shout and scream at it for a while, if it makes you feel better.
