Obviously South Korea I would have thought, although my money is definetely on North Korea to win it

The DPRK qualified for the previous World Cup, to great excitement (we're told) and national pride. It would therefore seem unlikely that even the regime there would get away with making the sort of claims being reported here.

Also: I'm told- having no way of verifying this myself- that the presenter has a South Korean accent, which rather points to it being a jolly spoof.

Disappointing, but apparently true.
