I think the Inquiry will be to find out what terrible mistakes were made that led to Thatcher being missed.
I think he's just making a perfectly valid point that the IRA / SF lot shouldn't get too high and mighty about all of this, as there were some horrendous crimes conducted by them as well.
Yes, the shooting on Bloody Sunday were unjustified, but so was Brighton, Manchester, Omagh etc etc etc.

In this case of the Grand Hotel there was a trail and so it is clear, who, how and why. In terms of how to avoid /cover errors, that too could be seen to have happened.
