And he's not stupid. He'll know that stepping up the campaign against the Albion is a vote loser.
Stepping up the campaign against the Newhaven incinerator is a vote winner ... and he knows that he can do that better as a back-bencher, rather than as a front-bench spokesperson on environment issues.
The reason for this is that all national political parties know that the environmental case for incineration is very strong (whatever the local campaigners in Newhaven say).
Some years ago, I was at a public meeting where Baker was campaigning against further landfill. "Incineration is the answer" was his line then.
Today he'll be backing whatever option wins him most votes, regardless of what the Lib Dems national policy might be.
