It sounds like the sort of overreaction to a relatively minor incident that the police like to indulge in these days (perhaps Edna can explain it). Police cars everywhere, anyone within hundreds of yards questioned ("It wasn't the police car's fault, was it? WAS IT?) a vital road artery shut (with North Street already out of action) - after the JFK assassination, they picked up the skull fragments, drew a couple of Xs on the road in chalk and had the traffic running again in an hour or so.
