Looking at the quote from the Argus, RDZ is saying that it's a possibility both could go. But then something along the lines of 'but sincerely I don't know'.
What he says is that we have to be ready for them both going if it happens, and that he thinks we should be.
It's just his way to be very open about possibilities/ probabilities.
I'd say that Alexis going is 99% certain, Moises possibly less so.

Like it or not, in cases like these, playing at highest level has a lot to do with the size of the wage packet.

Judging by Macca tears at end of game of course he's going. The real shame is that he's not going abroad for big money. Not having to face him in another club's colours would ease the pain. Ditto for Moises.
Moving off topic I'm far more hopeful we might somehow get Colwill. The Chelsea faithful think that over the last few days he's disrespected his parent club. I also think they and the idiot Yank owner are still too focussed on big name superstars regardless of that plan having been proven to be flawed.

Watching him live here, in a quite a few games he’s ineffective being crowded out, or habitual poor decision making after a great dribble.
Could really do with another year’s development under RDZ. [I realise he’s 26. A later developer].

No he won't, not unless an astronomical bid comes in!
The justification for that would be that Caicedo is three years younger, so has more time to become a multi multi multi millionaire, so putting it off for another season wouldn't seriously financially hamper him.
Trouble is, elte footballers don't see it that way - and even if some of the more decent ones do, their agents certainly don't!
Those who think that Alexis Mac Allister isn't all that and we'll barely notice his departure next season are in for one hell of a f***ing shock.

My thoughts exactly. For the folk who thought he was just “decent” and not a patch on Caicedo, WTF.
Did they bother to watch his 6 WC starts or follow his play during Albion games? He literally was the master of everything, a matador running midfield battles.
Been here a long time. Just above average for 2 seasons. Nearly left after he was struggling here . Amazing from the Everton away game last season until the world cup. Back to average again since. We will be fine without him.
Caciedo on the other hand would be a masssssive loss

Along with Julio the development under RDZ will have to heavily focus on decision making.

He’s quietly been highly effective for a very long time, once Potter found that role for him. It only became obvious to the eyes that are fixated in following the ball, when we had other classy midfielders too.
The one dip in form to just 7/10’s, a post WC hangover Jan/Feb?

Obviously very sad to lose Mac, absolute class act. But I think we have 2 or 3 players that can play his role already, gross and Lallana and possibly Dahoud. None are as good as him currently but in Ayari, Buonunotte, Moder, Gilmour and Kozlowski we have players with potential to reach his level.
However, I do think replacing Caicedo is harder as we don’t have any others with similar attributes. I hope we keep him for another year. We won’t stand in his way, but someone needs to meet our valuation which will be very high. Bigger clubs might bulk at the price and pursue other targets such as Rice, Adams or Lavia. Wishful thinking I know, but it’s sad to think we could lose both of our best ever central midfield pairing in the same window
