I understand but cannot see the point as I would think at 4pm if not earlier it was obvious a result wasnt going to be forthcoming.

As was pointed out, it's actually in the laws of the game, it's not something decided by whim.

Do you think that two football teams should be able call it a draw if no-one's scored after 60 minutes?

But it would seem that timing was outside of the law. as they hadnt entered the last hour unless you include the time between innings.

No it wasn’t - the declaration comes 10 mins before the start of the last hour - 4.50pm (approx). With a 10 minute changeover period, the next innings will start around 5pm - so they agree to call it a day then, as the last hour has started.
