I think the News of the World have got their story a little confused... there is a possibility that Simm may reprise the role of the Master this year (series 4) and that may be the contact that they are referring to, and just got it all wrong. After all, it has been anounced that DT will be still involved for the 3 specials, which follow the series current in production...
unless (and it's a big unless) they contrive a storyline involving body swapping with the Master, allowing Simm to play the doctor and DT the Master (freeing up DT to do other work, whilst Simm plays the doctor for a period)....

Then I confused her momentarily with Hattie Jacques and thought Eric Sykes would make a good Davros
As its a Sci-fi show then any plot line is possible. Even Colin Baker had an apperance in the show before he become the sixth doctor. And it has also happened on lots of other occassions but obviously to a smaller extent.
The rumour i saw was that Simm would take over the part in series 5 (2010) but to be honest i can't quite see it happening.
