Probably due to the fact that the Barnsley manager had blood coming from the injuries he received in the tunnel area. There is also a different level of proof between criminal and FA proceedings.
The only certainty is that the FA will take no action until the Police or the Courts have concluded their involvement in the incident

Satisfying grounds for police action might be a higher bar than a misconduct charge by the FA (sort of criminal v civil law issue with the burden of proof required being lower in the latter).
