Thats why the US and The UK supported him or for so long. In a way it seems bizarre that they wanted to topple him considering that if a civil war takes place. The shia's will get massive support from Iran.

In the late sixties the US took care of peaceful, hippy, Vietnam demonstrations with bullets sticks and teargas. Then condemned the Chinese for Tienamen Square.
