Begins to get bogged down in the machinery of managerial governance. 'There isn't the money, every penny must be accounted for.' Everyone wants more, the naivety and rash promises of opposition are just a memory.
Dissenting voices appear, questioning policy. The press turn nasty. A sense of drift descends. Mistakes are made, the odd PR blunder. There is a big problem with Prescott, and the chamber is too small for everyone who wants to get in.
