Internet users in Britain who illegally download films and music face being banned from going online, according to leaked government proposals published in The Times on Tuesday.

According to the plans, the government "will move to legislate to require internet service providers to take action on illegal file sharing" which record companies and film companies say is costing them billions of dollars (euros) in lost revenue.

The proposals were included in a Green Paper -- the first step to changing a law in Britain -- on the creative industries that is due to be published next week.

The Times said that the plans would involve a "three-strikes" regime -- users would first receive an e-mailed warning if they were suspected of illegally downloading films or music.

They would then receive a suspension from their Internet service upon their second offence, and face a termination of their Internet contract if they were caught on a third occasion

There'll probably be an isolated high profile court case where some poor geek in Iowa is hauled out of his basement for downloading a Mel and Kim album, dragged through the legal system, put in an orange boiler suit and then carted off to Guantanamo Bay for ten years, just to put the shits up us.

And how will they prove this? Surely they would need evidence? Are they allowed to monitor what we look at with the data protection act?

It works on three strikes according to the Times:

Strike 1 - a warning email
Strike 2 - a temporary internet ban
Strike 3 - Internet withdrawn by ISP

Bearing in mind a company called Qtrax are trying to set up a web site with unlimited free downloads I can't see this happening.

The law would be changed to allow ISP to share data about which sites we visit (information they all ready collect). They will then be required to monitor and ban those that are visiting and downloading from file sharing / torrent sites. If they don't they will face fines themselves.

Not under current legislation.

Have they thought about encrypted data? How are they going to analyse that?

Also. regarding the record/film companies. Yes i'm sure they lose a certain amount of revenue but they do VASTLY over inflate the figures! Not everyone would buy what they download if they couldn't have downloaded it in the first place.

I'm sure a number of downloaders also actually get around to buying the originals as well!

Ha Ha ban me from the net? Like to see them try, What if I'm piggybacking? Ban them too?

That is one of the issues currently not resolved about using other peoples internet.

We have wireless and I suspect others use it - my free offer to the community :lol:

Pretty dangerous generosity!

Pretty miniscule percentage, but if a paedo happens to be piggybacking and downloading VERY dodgy content then it's your door the cops will be knocking on. :eek:
