The very first one I was aware of was a bulletin board run by the footie magazine When Saturday Comes. This COULD have been as early as 1994, it was certainly back in the days when being a comms programmer and getting remote devices to talk to each other and transfer files was a valued skill, not like today when people just plug stuff in and it all connects automatically.
