Although thinking about it it's not so much 'decent' as a good strategy. They're so much in debt that £25k is just a tiny drop in the ocean to them. If they DID donate their fee, then got to one of the later Rounds, drew, say Man City and it was televised, they could give a polite cough and say "Well in Round 1 we donated our TV money to a smaller club, so ...."
