Tony Bloom wants Albion to be back in the Championship by the time they go to Falmer.
The Seagulls move into their stadium in August 2011 and the new chairman is hoping boss Russell Slade can steer them to promotion from League One by then.
Bloom, who took over from Dick Knight yesterday, said: “Russell has a healthy budget by League One standards and I am very confident he will get in the kind of players he would like.
“We will have a good squad on paper and we will give it a real shot. The next two years we want to get out of this division and myself and the Board will be assisting Russell in all the ways we can to reach that goal.”
Slade was initially appointed by outgoing Knight in March until the end of the season. His permanent appointment on a two-year contract, after guiding Albion away from relegation, was approved by Bloom.
Slade said: “I’ve had a terrific relationship with Dick. It became apparent that there were going to be changes and there was dialogue between Dick and Tony throughout my appointment.
“The contribution Dick has made to the club has been immense. He is one of the game’s colourful characters.
“His commitment and Tony’s commitment to the club cannot be questioned. Tony has taken over the reins now, the stadium is just around the corner and I am comfortable with working with the new regime.
“I have been kept informed of developments and I feel the future is an exciting one for the club.”
