Exactly, wasn't caught therefore didn't fail a breath test. There may be other charges but certainly not d and d.

-he wasn't tested for drink or drugs because he left the scene, so no DUI charge likely
-he won't be charged for fleeing the scene because he left his details with the owners of damaged cars as you're required to do
-no-one was apparently injured
-he might get a warning for breaking lockdown, but can't imagine they'll bother
No case to answer would be my guess - it may be that he was either very smart, or very well advised at the time of the incident. I have my own view on which is most likely.
